Sorta curious why the woman doesn't sue her in actual court instead of TV court.

Generally the way it works is that the producers find these cases in small claims court and offer to bring the case to the show. The show is officially a form of mediation. The pros are that whoever wins are guaranteed to get their money since the money comes from a $5000 pot from the show. Whatever is left of the pot is split between the two parties. The cons are that they sign an agreement to abide by Judy's decision and not to sue again for a certain number of years (which would be why this woman hasn't sued again, I assume she will as soon as the agreement runs out).
