I can think of plenty of instances where it's not.

A lot of teen roles are played by hot actors, but if they look like they are in their 20s (which many are, but some don't look it), it's a lot harder to buy them as the characters.

And sometimes, in other roles, having an actor ten or more years older than the character can give the character unearned gravitas/deference/bearing

I do think that sometimes that 'not hot enough' is what people mean, but not as often as you'd think.
