I guess it depends on how you're reacting in the moment. If distracting her with a toy when she's whining works, well, it works because you've given her something she wants in response to the whining. That won't stop the whining... just the opposite. You've taught her that whining = something nice.

Unfortunately, training is a big pain in the ass, it takes a long time, and it MUST be consistent (you and everyone else in your house who interacts with your cat have to do it the proper way every time) or it won't work. But yeah, sounds like you're stuck so long as you're not living independently from your parents.
