I think most casual gatherings/parties are situations where it's a lot more acceptable to be late. As long as your absence isn't holding up the proceedings, or leaving a gaping hole in the event, then IMO it's really not a big deal to be late. Most of the casual parties/gatherings I've been to, the basic attitude was, show up whenever, though showing up at least a couple of hours before the end is preferable. Obviously there's a degree of "reading the situation" to be done, though. If someone actually cares that people be on time for their gathering, then it's still polite to make the effort to be on time IMO.
