There’s a couple of options: You can let Queen Anora stay the sole ruler. You can make Alistair King on the basis that he has royal blood. You can persuade Alistair and Anora to marry and rule together. And I think if you play a female human noble you can marry Alistair yourself and become Queen?

I always resented the way the game expects you to want Alistair on the throne. He doesn’t want it and isn’t fit to rule. Anora may only be Queen through marriage, but she’s at least competent. More so than her late husband or Alistair, at any rate.
