NA - it depends on the fandom since reporting something to AO3 sends it to a team that handles only one fandom if it's a megafandom or a few smaller ones, or many if they're tiny fandoms. There's a chance the "team" OP contacted is only one person who is still active with AO3 but fallen behind on things because of school or work, etc. There's usually a scramble at the end of summer to backfill roles that were essentially empty since finals crunch time in the spring.

That's a possibility, yes.
I always forget that people are doing school and things - it's been so very long sine i've done anything like that. :D

It has taken anywhere between a couple days and several months for reports to get replies for me, so that makes sense.
