I think in one respect it's really hard to nail the "voice" of the character, because the voice has been translated. As far as word choice, syntax, etc, characters on TV often have very distinctive voices. But when you're working from the dub or even a sub translation, it's hard to get at the spark of the original voice. All IMO.

I've never had problems writing the voices of characters from shows I've watched dubbed, and writing a voice I know through subtitles isn't much different from writing a voice I know through printed dialogue in books and comics.

The vast majority of fic I read is for anime fandoms, and if the quality is lower, my theory would be that it's a combination of
a) The fanbase skews younger
b) The fandoms are usually smaller
c) The cultural gap is frequently not crossed particularly elegantly. This is mostly a problem with fic set IRL, but it's sometimes observable in the way the writer interprets characters or canon events in ways they almost certainly wasn't meant to be from the creator
