It's a Lerner and Loewe musical. The movie added some stuff, took away some stuff, and couldn't quite work out when the story was supposed to end.
Also, yes, they cast a bunch of people who couldn't sing, like Clint Fucking Eastwood.

I remember Eastwood's singing being...tolerable. Certainly it isn't as awful as Lee Marvin's attempt to sing. Then again, Marvin's singing was so bad that it became a hit novelty song, so maybe it balances out.
