I’d go with generally inappropriate. Wearing regular clothes if it’s allowed is minimal effort if you don’t want to wear one (or can’t afford it, couldn’t get it in time...). Wearing a costume not on theme is putting specific effort/money/time into not playing along.

Agreed. Regular clothes is the "I don't want to wear a costume for whatever reason" option so that those people aren't excluded from the event for things that might not be within their control (like you said, such as not being able to afford it, not being able to get one in time, etc.). If you're going to wear a costume, then wear a costume that suits the theme. Otherwise you're just being an attention-whoring asshole.
