Except for many of them, HIMSELF INCLUDED, their identity as civilians IS their identity as superheroes--they don't have a choice but to be both at all times. Tony at least has the option to take off the suit (which he doesn't do); others aren't so lucky.

They could stop working as superheroes. They don't have secret identities, but they can choose to not be superheroes, if they don't want to abide by UN law made especially to regulate what missions and where superheroes taking. It's a job they choose to do. And jobs usually come with regulations.
