Okay, but like... in the universe, every time someone who isn't the Avengers is in charge, it ends up a mess. The World Security Council ordered a nuke to be dropped on Manhattan in the first movie. SHIELD turned out to really be Hydra 2.0 (and this is all AFTER Tony exposes their secret Phase II Weapons in Avengers and said they couldn't be trusted), and Pierce, who was on the WSC and had a Nobel Peace Prize, was gonna kill everyone who might cause trouble with Project Insight in CATWS. The guy they have present the Accords in CW is GENERAL ROSS, the villain from the Hulk movies that are supposedly part of MCU canon (they didn't even switch actors!!). So, given the givens in the MCU, I don't understand why ANYBODY would want to trust the UN or whoever if they'd never met them and personally vetted them to make sure they weren't Nazis or terrorists or wanted to make a giant Red Hulk supersoldier army to force "peace" on the world. :\
