I meant since they decided to retcon it. Since the beginning would be impossible anyway because of the whole death of superman and reign of the supermen with the storyline that maybe one of them is Clark; and of course Lex is in the comics way before kon was ever created as a character. But since the kon is part Luthor retcon this became one of the things that is most associated with the character ,so much so that is what they use in basically every appearance of Kon in other media (cartoons, animated movies, video games and hell even smallville), but they never do anything with it.
In the comics before the new 52 they tease the possibility of developing their father/son relationship during kon superboy comic but in the end nothing comes of it (it shows that Lex is evil and don't really care for Kon....). The cartoons follow a similar thing of teasing the relationship but it always end with Kon realizing that lex is evil and that he doesn't want nothing to do with Lex. And now in the new 52 and rebirth Kon has another backstory so is no use really. And for me is a shame because as I said I think it would make both more interesting, but is ok if you don't agree (I think most people don't even care)

It's so strange why they don't do this. They explore so many different futures/realities where the heros are evil, why not do it for Kon. Even if it's just Lex trying to get a Superman on his side. It's a complete waste. I remember that Young Justice mentioned he was Lex's creation with his and Superman's DNA, but he does nothing to try to get him back. Superman completely disregards him at first too, but Lex does nothing with that. A perfect moment wasted.
Comics are the best place to explore new avenues because so many writers are taking new angles on existing characters, and it isn't uncommon that they get it completely wrong, so for such an obvious one to be left unchecked just boggles my mind. Ugh.
