Considering Sony didn't counteroffer...I would say it is Sony's fault. If it goes pear-shaped it will be because Sony doesn't know what to do with Spider-Man. I can only assume his next film will have 2+ villains (aka the sign of a terrible Spider-man movie).

It's not clear what any of the actual figures are or what's actually happening, there's been a bundle of different narratives out there, so all of this comes with a grain of salt. That said - if the initial reporting that Disney was demanding a 50% cofinancing deal is correct, it's hard to see that as anything other than an egregious stickup by Disney, and I'm not sure what a reasonable counteroffer would be by Sony.
