I'm betting if she was a harmless girl who likes girly things and otherwise wasn't "bossy, bitchy and belligerent" you'd not care. :/ Because it really strikes me that the notably feminist little girl who acts like a little girl is the one you hate the most and find annoying.

Harmless girly girl characters are some of the most hated characters across fandom because they're "boring" and "useless."

I bet if she was one of those and the OP hated her, you'd accuse them of internalized misogyny because hating a girl who is girly means you hate girliness means you hate girls.

They dislike Adam as much as Pepper and the secret makes it clear that the reason why the other characters aren't as disliked isn't because they're male, but because they have less screen time and lines.

Sometimes strong female characters are still annoying. Being a feminist character doesn't automatically mean that character is amazing...unless of course being feminist is your only qualification for a good character?

Ugh, no, OP sounds like a fan of the character from the book who was disappointed with the lack of depth she had on the show. And in the book she is VERY MUCH a vocal precocious feminist. She has a lot more lines, a lot more presence, a lot more humor, and a lot more complexity. Which is true of all of The Them really, but it especially stands out with Pepper because she's given such key lines.

+1 None of the Them in the adaptation were as well developed as the Them in the book. But it's more glaring in Adam and Pepper because they are the prominent leaders of the Them.
