Yeah... I’m fine with the idea of him having a suppressed thing for Steve, I find him sufficiently developed for his purpose in the show, but I have no real urge to imagine anyone wanting him back or get more of him in fic.

Are you new to the concept of fandom? Nobody needs a "platform" for a fic. Fanfiction is written because the author wants to do it, there's no minimum justification for doing so.

'Platform' for writing fic. Bollocks to that. I scrawl out a scene a day of my amateur smut because i enjoy it and it's how I blow off steam. It has absolutely no literary quality to it or important message on diversity it's just angst romance drivel and that’s how I like it. Yeeeeah XD

Well, let's see.

Some of it might be due to the actor who is very charming and warm.
Some of it is probably down to the whole villain (but not the worst villain) with a tragic backstory, who can maybe be redeemed (see Snape, Loki, etc.).
Some of it is down to his looks (his hair doesn't do anything for me, but other than that I do think he's attractive).
Some of it is down to his interactions with other characters.
