Why does it need to be Bucky? Sam was a soldier. Sam has PTSD. You could have the same sort of storyline without all the same issues that would happen with Bucky. You could have Sam going through the same sort of trauma and flashbacks and having to deal with it. And given that both characters are going to be on the show, you can show the two of them dealing with their issues together.

Ehhh... I'm not trying to get into a pissing contest about who's had more trauma but it's a little disingenuous to act like Sam and Bucky's war experiences and dealing with the aftermath would be the same. I'm not sure it's even comparable, and the biggest blue is that our first glimpse of Sam shows him to be relatively well adjusted and managing his PTSD and Bucky... isn't.

Which is exactly why it is better that it is Sam. He has trauma, but he's well adjusted.

DA

Bucky seemed to be managing pretty well in Civil War.

Where does canon show that Sam has PTSD? Not everyone who went to war or undergoes trauma ends up with PTSD, and I didn't see any indication of Sam having it in the movies that I saw.
