Yeah, that's possible. I mean, it was very much not Disney's choice for him to leave the MCU entirely. Nor was it Disney's choice for Chris Evans to leave.

But it's possible that the amount they'd have to pay RDJ for minor appearances wasn't worth the money it would cost for said minor appearances. In the sense that people will absolutely go see a movie for Tony Stark, but will they go see a movie for 3 minutes of Tony stark?

But actually, no, I think if Disney thought having Tony Stark in their MCU films was an option that was open to them, they would never have killed him. Because then it's not an option any more, and I don't think they would have closed that door on themselves voluntarily.
