Cable TV could always swear. They just didn't, because they were afraid to lose viewers to the "clean" network channels. Stuff like HBO and Starz and the other premium movie channels didn't care, since you had to pay extra to access them, so they didn't bother with censoring and the whole "yippee kai yay Mister Falcon" nonsense.

Syfy in particular has started leaning into the whole "cable channels can swear" thing. Happy! and The Magicians both had their fair share of foul language the last couple of seasons--including a few "fucks!"
