...Call me un-british or un-american or whatever, but that kind of description doesn't really read as any particular skin colour to me. If there was a paragraph focusing on how pale his skin was, then maybe? But they could just as well have cast a black albino actor or a CGI-albino'd a black actor.

That's an exaggeration. They're definitely the secret police and they're definitely led by a phrenologist, which makes them associated with historical white supremacy, but they're also not explicitly described as racist or white supremacist at any point.
