Which characters *did* they know how to incorporate into plots? Seven of Nine, I guess, but is there anyone else?

While Chakotay and Neelix sort stalled out early on, Kes often felt more like a plot device than a character, and Janeway's character arc was more like a roller coaster track, I'd say Tom Paris, B'Elanna Torres, Seven of Nine, and the EMH, seemed to have significant time, effort, and at least a few character-driven episodes devoted to exploring and developing their characters. And even Tuvok had some significant development. But it seemed like, to me, that Harry Kim was more often than not on the fringes of whatever was going on and had fewer episodes focused on him than the majority of the cast. I could be remembering wrong, it has been a long time since I watched the entire series.
