Biologically yes but gender is a social construct and can mean just about anything. So they can be male bodied with a penis and produce spermatozoa but gender can be anything. You can't make general statements like that since sex =/= gender anymore.

I think that's kind of the problem: if a highly personal thing like gender can mean anything, how do people deal with conflicting definitions?

If LGBTQ discourse is anything to go by, thr answer is not well.

It is a problem because the meaning of gender changes by culture too. And no one can agree. I wish we could just get rid of a lot of the gender BS. Who cares if a guy wants to wear a dress or if a gal wants to wear a typical man's cut suit? It's just clothing.

That is true. It is also true that some people born biologically female are men and some people born biologically male are women. Neither of these things is inconsistent. Both can be true at the same time. It is both true that there is no set definition of what different genders mean and that people have a specific sense of their own gender identity. Let people define their gender for themselves. People are best suited to identify their own gender. No one else can see into another person's mind. One person born biologically male who is a woman is not an indictment on men who wear dresses. She is a woman, not a man wearing a dress. Men wearing dresses also exist.
