He clearly isn't the hero of the books, but without him Harry wouldn't be the hero either. Without the prophecy, Harry is just another rich Potter kid being raised to think he's the shit and walking around school like he owns it. Without Severus begging for Lily's life to be spared, she's never given the choice and she & Harry both die. He's not the hero, he's never meant to be the hero, but he is the source of the most crucial major plot in the books - the prophecy and Harry as 'the boy who lived'. He's incredibly important to the stories.
I think he's interesting, and I do think that he's ultimately a good person. He's definitely not friendly and clearly not a nice person, but I don't equate nice to good in that way. His actions are, repeatedly, to protect Harry and to keep himself in a position to be useful. He's more useful when he's in with the Death Eaters than he is on the lam with the rest of the Order. This means protecting Death Eater children (although he was the head of Slytherin House and I'm sure some of his behavior was also out of responsibility to their safety).
He's clearly socially undeveloped and has an extremely difficult time maintaining any kind of social relationships, but I agree with another commenter that I don't believe he takes pleasure in being cruel. I think it's learned because he has received so much cruelty - partly I think he's pushing other people away before they can reject him. But I also think that being bullied by James & co. as well as, apparently, his family members and later in a more manipulated sense by Dumbledore would have skewed his perception of what is or isn't appropriate behaviour, in particular when it comes to authority figures.
Yes, he was very intelligent and shouldn't have been easily duped. But intelligence doesn't necessarily mean he will be able to see the difference between his actions and the bullying he received from others, it doesn't mean that he will be able to differentiate between teacher-to-student bullying and student-to-student. Particularly since his bullying teaching style would have originated when he first began teaching at 20 years old, when his students were nearly as old as him and many that remembered the OWLs incident. He didn't enter a classroom where they would respect him because he was the teacher, especially with such humiliating memories of him. He would have controlled the classroom in the most effective way at the time, bullying to get their 'respect' (fear and dislike) to keep them from treating him like shit. Once the ball gets rolling, it's going to be hard to stop.
Also, I think a lot of it is that the characters in the text who bully "for the good side", James, Sirius, Fred, George, and Dumbledore are considered clever, strong, respected, lovable, and genuinely good people. This is what he's been surrounded with his entire life. Whether or not he thinks it's fair to the bullied doesn't change that it seems to be the way the world works (for Gryffindors) and while it is damaging to the people around him and to himself (no social contact or positive relationships outside of Dumbledore) I think it eventually would have gotten to the point that he doesn't know how to change his behavior anymore.
No, he's not nice. But what he does helps the characters achieve their most important goal. Without him, they would have failed. Whether or not you like him doesn't change how important he is to them, how greatly his assistance is needed, and how much he personally sacrificed to ensure that it happened. Lily doesn't even enter into it for me. It's nice that he loved someone so deeply, but I think his actions are his and it's more important that he came through in the end and did what needed to be done, that he accepted their hatred and distrust of him and assisted them despite it. That's what makes him interesting to me, and that's why I think he's a good person. He doesn't need to be nice to be good.
