There are! But they're only available in places where medical marijuana is legal, and depending on regional legislation may only be available by prescription, so someone living in a state where medical marijuana isn't legal wouldn't be able to get their hands on them easily - they'd essentially have to travel to someplace that a) has legalized recreational marijuana and b) sells low-THC products in legal recreational shops, buy what they need, and smuggle it across state lines...which is a hell of a lot more risky than getting a dime bag from their local dealer.
