Are fanfic exchanges not an option? Like Yuletide? You could prompt your tiny fandom and hopefully get more fic for it. Plus, the attention from Yuletide might attract other writers.

IME, fanfic exchanges aren't a great solution, especially in smaller fandoms. Not only is it really hit or miss as to quality, you run into the same problems where, if people wanted to write that kind of fic, likely they'd have done it already. You might get lucky and hit upon someone who's obliging AND a good writer, but as I said... my personal experience doesn't bear this out as a good bet.
