Agreed on Cap. They can and did do better in other films. What was that?

Coulson thought that was a good idea. The fanboy who knew him as a comic book superhero. The costume was cheesy, but the cheesiness was justified in-universe (and acknowledged, if you count Cap's "really?" facial expression when he sees it).
