Wow, that's... kind of cold. Personally I don't think it's a good idea to make promises to people about your will in the first place but to do it and then NOT fufill them and also NOT tell that person... shitty. I don't know what your parents are like other than this incident or how good your relationship with them is, but it might be worth it to address the issue with them. I wouldn't mention that you were hoping for this bequest for such-and-such reasons, though. More in a "could you give [brother] and me a heads up about your will and any wishes you might have for funeral planning so we aren't caught by surprise" approach.
