Batman tells Robin that the reason that he doesn't kill is that once you've done so, it's easier to do it the next time, and then it's down that rabbit hole - it's not 'all life is sacred', it's 'if I kill someone who deserves it, I don't trust myself not to kill people who don't, later'.

We haven't gotten a canon story, or significant Elseworld, where that has been tested, yet.

But we have seen his tendency toward authoritarianism.

If Superman went down that route, Batman would be right next to him (as in the Justice Lords).

That just makes Batman's priorities more rigid than any of the other hero's. He knows he can't because of what he might become if he did, while Superman doesn't have that sort of standard.
Technically, Batman did leave an enemy of his to die in a dungeon in the Batcave in an early comic of his. And like AYRT said before, Jason's mindset after being resurrected is to blame Bruce for not killing the Joker after he killed him. Batman has been pushed to the brink and not killed, he has been tested, it's a reoccurring theme in his overall story. But he never does. Batman won't accept or approve any of the other hero's for killing, but his character kinda prevents him from following suit.
