Yes. (Meaning, for me it varies from story to story.)

In general? I usually get a core scene first.
Then, unless I wind up writing the story in one sitting, I loosely sketch in (depending on length and complexity, sometimes bullet points, sometimes a more formal outline) the rest in Scriv or AtomicScribbler.
After that, I discovery write (aka "pants") the first draft from start to finish. Any notes or ideas not connected to the scene currently being drafted get tossed into the Scriv/Atomic Scribbler file as they float up.
