I think that's a pretty good assessment of both shows, though I think that Moffat/Gatiss were always a little too focused on rewriting Holmes as a character. It... honestly didn't seem like they were fans of the Arthur Conan Doyle stories, or if they were, then they either badly misunderstood/misjudged the character. But they were smart enough to realize that they had a good acting duo with excellent chemistry and capitalized on that. Plots were always secondary and while I enjoyed some aspects of them, they were written to be superficially impressive even if that mean lacking a lot of logical underpinnings and foundation. I'm one of the people who got tired of the show's focus on the characters' personal dramas to the point where it wasn't about mysteries or detective work, it was just about the John and Sherlock show.

Elementary, on the other hand, is a fairly solid police procedural in terms of plot. Nothing so spectacular and flashy as Sherlock, but IMO, written to be more of a logical mystery with a solution at the end - like the canon. But they also brought to the table was some really thoughtful characterization, especially in how Joan and Sherlock's partnership developed over time, and how Sherlock evolved as a human being - something separate but related to his skills as a detective. Again, not as spectacular or flashy as BBC Sherlock, but smarter in an understated way and as you said, consistent.

I enjoyed both shows, but Elementary is my favorite, even though it doesn't get nearly the amount of attention as BBC Sherlock.
