Comics are the definition of inconsistent. Hundreds of different writers, artists, and producers, all create their own take on a single character usually dating back to from before they were born. It's why a large majority of comic readers don't take every panel or picture as canon because things are constantly being retconed. Usually there are writers that are more accepted in the continuity, and others who people just pretend didn't exist, because of how they portray and use their characters.

With Ivy/Harley I imagine most of the complaints come from people who just hear 'gay relationship' and want to see more, when really it's only going to be featured by certain people in single storylines because that's how comics work.
