This is what I also believed, all the way through. But when the ending came, it seemed as if the writers missed that. Jareth's appeal to Sarah seems an afterthought because he's tired of fighting with this girl. Sarah's reaction at the end is "I have to grow up and put away childish things" as though she has no perception that her being on the cusp of womanhood was what made her attractive to Jareth in the first place. That embracing adulthood is what makes her vulnerable. And we're left with her getting Toby back and her not having any concept of that.
I felt like there was supposed to be a reveal and a reaction from Sarah that met the realization. What the writers made was not really a children's film, at its heart, and when the end came they chickened out and betrayed their narrative theme and made it a children's film.

just look at bowies/jareth's face in the musical bit when he sings within you, and he says,
i can't live within you.
and he looks so sad!! :[
