"the thought that counts?" no, anon, don't slap that coat of paint on this. if that useless platitude is true, her thought is "I don't actually care about this person or making them happy, what leftovers do I have that I can scrape onto their plate?" that is not a good thought. that's not a generous thought. that's a rude thought and I'd basically nope out of any gift exchange that included her in the future.
