Luther was sent to the moon for a reason!! What started as a joke/conspiracy theory for fun became something I seriously headcanoned once I said it out loud. The idea that everyone's powers come from the moon.
Luther was sent to the moon because, like many super strengthed individuals, he has an advanced healing matrix as well. It wasn't enough to turn him half ape, so Hargrave sent him to the moon to enhance his healing powers and save his life. He left Luther there because he needed all of the Umbrella kids together for his super secret plan to work, and giving him a purpose was the best way to do just that. It's why Klaus was finally able to conjure his father/Dave so easily despite being sober, and why he saw so many ghosts while kidnapped by Cha-Cha and Hazel regardless of when/how many people they killed. (Since he was able to make it though rehab multiple times, and not completely lose it/have Ben maim him every time he fell back into the habit.) It's also why Five would be able to transfer him, and all of his siblings back before everything went to shit. The moon had basically hit Earth at that point, so the extra power added to the regression in age and being able to transfer more than just himself. Ben is obvious at this point, he was able to hit/have a heavier influence on Klaus because of the moons orbit. Between the two of them, Klaus was able to give him a physical form which Ben was able to act on, given his Umbrella lineage. Vanya has her powers magnified similarly to Klaus', because they've been pent up for so long. Her mental issues are also probably similarly affected, which is why she snapped so badly. (Generally, I know that going off her meds has a typical euphoria effect due to the brains chemical imbalance trying to right itself. Which Vanya definitely showed, trying to explain herself to her siblings after killing Leonard.) It's why her blast targeted the moon specifically, since that was where their power came from in the first place, and despite Cha-Cha's words, why the apocalypse had to happen there/then. Hargreave's himself had that weird scene with his wife(?), (who played the violin, similar/the same as Vanya's) and blew fairy dust out his weird futuristic windows. He's introduced by flying an advanced jet like aircraft down to the house in order to bribe the mothers of the Umbrella children, and who the fuck has an android/monkey slave regardless of how much money he owns??!
TL;DR Basically Hargreaves blew fairy dust from the moon in order to created advanced children he could manipulate in order to control future events?
