Okay, seriously: I agree with you. Even though to be frank, the trillion continuities involved in Batman makes it kind of difficult for a New!Fan! to get their head around a character properly because...hey, they change! And Cillian!Scarecrow! was...well-different to, say, Scarecrow: Year One!Scarecrow, and so on. But I agree that in no continuity is Scarecrow...confident. As you said, he is more a: "fear-obsessed coward", whose calm demeanour has a lot more to do with a) insanity and b) coldness than, you know, excellent self esteem.
Should that description make me love him even more?
