Well, sure, if the intent is to fuck with the readers. But that may not be the intention of the author.

Also, what do you do when the plot twist and a trigger are one in the same? How am I supposed to know you're easily triggered by a single corpse that's barely described if it's the twist itself?

I meant common triggers, not a trigger one out of a thousand readers might have. For example rape could be your plot twist, and you should tag for that. You can't know everyones triggers, and if it's only a quick cut to a scene with a dead body, then that doesn't really need the warning. Though character death should be warned if it is happening to a main character. Minor characters don't necessarily need the warning unless you're killing off a lot of them. (though I would personally prefer that people use it, but that's just me)
