Several points I'd like to make:
a. Cartman is a sociopath, and anyone who hasn't realised that by now hasn't been paying attention.
b. You are not supposed to identify with Cartman, you are supposed to identify with Stan and Kyle.
c. That whole episode was a somewhat heavy handed attempt to point out a decrease of public interest in the plight of AIDS victems and to increase funding for AIDS research.
d. South Park may be rude, crude, violent and sexual at times, but at the same time it has evolved a rather preachy morality. The episode where Ike gets involved with his teacher, for example, spends a great deal of time pointing out societies double standards. The male police are at first horrified when they think the teacher is male, but when they learn she's young and attractive they respond with 'nice'. All the while Kyle and Stan - the characters you are supposed to empathise with - are horrified.
e. The fact that there is fanservice (pantyshots) in Kodomo no Jikan negates any negative reaction Rin's behaviour may garner, because it is rewarding the *audience* with sexualised imagery of a child.
f. I wouldn't watch either show with my mother, but I damn well know which one I'd be more likely to get arrested for.

FFS, people don't seem to understand South Park at all. They specifically use shocking/disgusting plotlines to show you exactly how shocking/disgusting these things are when they happen in real life. The episodes DO NOT advocate any of the horrible things they show. They shock you with disgust in order to make you THINK. The AIDS episode wasn't meant to create laughs over "HA HA! Cartman gave Kyle AIDS!! THAT'S HILARIOUS!" It was about showing that people in America seem to believe that AIDS is over and they have moved on to the new "in fashion" disease to support.

The episode where Ike sleeps with his teacher is another perfect example. The adults are all caught up in the double standard that it is okay that an older female is screwing around with a younger boy. Kyle and Stan are the voice of reason and morality, showing that the double standard is WRONG, WRONG, WRONG.

And to whoever brought up the whole "It's okay for boys to be sexual but not girls" you've obviously never watched South Park. The episode where Ike sleeps with his teacher specifically points out the double standard between female and male sexuality and then shows that sex of the child doesn't matter when it comes to sexuality.

Anmd it is also made VERY clear that the boys think they know about sex but they don't. The episode where Jimmy pays for a hooker on advice of one of the adults shows that he has no knowledge of sex. Stan and Kyle hear that Kyle's father is having a problem getting an erection but they don't actually know what an erection is and they confuse it with crucifixion. And the "Red Rocket" episode highlights exactly how ignorant the children in South Park are when it comes to anything sexual.

None of these stories are meant to titillate or arouse. They are meant to show that adults believe that children are more sexualised than they actually are today. The responses by some people in this thread have shown exactly how much Parker and Stone are on point when it comes to satirising what adults THINK children actually think about.

Yes. You're not SUPPOSED to identify with Cartman. Yet he's the most popular character. There is a new boxset out called "The Cult Of Cartman". Parker and Stone must know Cartman has a huge fanbase. And the reason he does is probably NOT because people catch the satirical nature of him. People just think an 8-year-old boy spouting off bigoted stuff is hilarious.

The problem isn't the show, it's the audience.
