I'd guess it probably is, but it's about as obnoxious as all the people walking up to Star Wars cosplayers at cons and doing the Star Trek hand thing at them.

Ehh- the Star Trek/Wars thing is more of rivalry joke where you might do it because you know the other person is going to get it, (for the most part anyways)... I'm not familiar with the show OP is talking about, but it wouldn't be the first time a show has tried to be inclusive to different medium and completely missed the mark. Besides, Star Trek ≠ Doctor Who, so even if it was just a bad joke, it'd be a really weird one to make.

Most people I know who are into one are into both. A fair bit of overlap with Doctor Who, although it's not nearly as oversaturated in American culture.

That makes sense then. While I'm not exactly american, the two shows aren't exactly synonymous where I'm from either. I should have figured they overlapped some though. I guess I'm just more used to shows getting the reference wrong than making some kind of inside joke.
