I'm not sure exactly what the rules are for how many are required at a minimum, but two handicapped spaces in a large parking lot is in no way enough. And no, to the person I talked to who suggested this, I'm not going to go see if there are any more handicapped or just general free spots in the parking lot across the street. I have a cane. I can't walk that far.

And then there are the people who continue to park in the spots at the building I have meetings in on Tuesdays and Thursdays just to pick up their kids. There are only three handicapped spots there. Stay out of them. There is a whole other parking lot across the street. I know you want to park in this lot right next to the building. But this lot is small. Technically it is all supposed to be for mobility challenged people, but at least stay out of the spots that are marked as handicapped. That isn't just policy, that's the law. And frankly the fact that the building management won't do something about this is a problem too.

I'm sorry. I have to go through this as well. It's a pain in the arse, especially being told to go round the corner/up the street/halfway to the moon. Fuck them.

Can you find out who to phone when someone's taken the handicapped spot who isn't entitled? That way you get some sort of revenge and perhaps it'll act as a deterrent, who knows.

The rules are, very generally, 1 for each 25 spaces, unless it is parking for medical facilities.

You can write down the license plate numbers and notify the police (they should have a non-emergency number to call for complaints), or complain online (https://www.myparkingsign.com/handicapped-fraud/), or tell the DMV (some states have a special department and will give you a form to fill out). It might not do anything right away, but if they don't know there is an issue, then there's no chance it will be addressed.
