I bet a lot of people don't write Foreman (or other black characters) because they don't know how to write for black characters. I'm gonna make big assumptions and steroetypes here (please don't reply saying your best friend is black), but I would not be surprised if a lot of people in fandom have never had a black friend. Not necessarily racism, just ignorance.
I mean, that's why Foreman doesn't have as much screen time as a lot of the other characters, since the writers are mostly white people who don't know many black people.
Race relations in fandom: yay.

if you try to write him as a human being, then you are racist because you aren't addressing his blackness.
if you do write him black, then you are racist because you're singling out his race instead of just writing him human.
if you don't write him at all, then you are a racist because obviously you have a problem with writing black people.
no matter what you do, you can't win.
