Why can't you take a shower before 7 pm?

Most of the year we're on water restrictions due to drought; people are asked to limit water use between 11 am and 7 pm.

(Now that it's winter I don't really have to wait until 7 to shower or do laundry, but it's become habit.)

I knew places that have to deal with droughts have water restrictions but never really knew exactly how they were implemented, I didn't even think about time frames. Interesting.

I'm not sure how it's enforced; primarily it's supposed to be to stop folks from using sprinklers to water their lawns at midday (when a good chunk of the water won't even make it to the grass due to the heat in he air). ~ I've heard that the city does do spot checks and can issue citations.
