He was "gutted" at not being able to come back as Yuri - was never approached, sadly: https://twitter.com/troybakerva/status/1043084182405173248?lang=en But I guess if you don't believe it, then I guess that tweet won't matter.

It's not uncommon for Japanese games to not re-hire (I don't know if it's a new trend, or always been), but it's been happening a lot more frequently. I don't know how often the VA's know it or not. Resident Evil and Final Fantasy 7 both come to mind with very well known VA's that all had them switched out for their remakes or new games/follow ups. And apparently have done it a few times (Kingdom Hearts changed Aerith's VA multiple times, for example).

I think it's about whatever's cheaper for the company in America.
