I think it is okay to ask and I think some authors would be fine with it if they are truly stuck with story and some more would be okay with it once they got past that knee-jerk possessiveness of my story and remembered what fanfic is (I mean, I can't imagine they ask the creator of a show that got cancelled if they could write the further adventures of the show's characters).
