Sims used to have a literal clause in their terms and conditions that people are not allowed to charge for any content/creations made for import into the game. I'm not sure exists in Sims 4, but even when Sims 3 came out most modders were all for they content being used for free. The few people who charged for their work would be almost immediately available to download the next day for free somewhere else because everyone was on board with making their content to share. It was an amazing community all around.
