I agree. He's not super complicated, but charming and lovable is a good way to describe him. Bloom is just flat. And the friendship with Legolas and Gimli just isn't the same on screen. Bloom just can't give their growing respect for each other the same depth.

Now that I think about it, the movies sort of swapped their personalities, but added on top the later elf/dwarf tropes. Legolas is now the more serious one, but he's also ethereal and weird because he's an elf wink wink, while Gimli is now more of a comic relief, but also more crass, because he's a dwarf wink wink. I had completely forgotten Gimli is not the one in charge of the funny moments in the books.

And speaking of which, the first thing that always comes to mind is the Fellowship braving the blizzard on the Misty Mountains while Legolas os prancing around and joking (‘Farewell!’ he said to Gandalf. ‘I go to find the Sun!’).

Yup. Don't get me wrong, I love John Rhys Davies, and I admit that his Gimli is something I still enjoy. But they did go very stereotypical elf and dwarf and flip them and it was and still is pretty annoying. Although not as annoying as what they did to Elrond.
