Wait is he alive again since Booster pulled him back from the brink of death and then had to put him back again because it botched the time stream circaaaa...Booster Gold #10 or something?

Booster pulled him back, everything went to pot, Beetle went back himself (the last Booster saw was Ted in the Time Sphere, staring serenely out at him from the window, and if that doesn't make you cry, nothing will). Rip's the one who took care of all the loose ends. When Booster asks, he tells him that Ted's gone.
But.
Rip's never been too good at being 100% truthfull with Booster. And the very last page of the arc, after it all settles is someone sneaking into Kord Industries at night with the scarab, finding the bay with the Bug in it, and then laughing like Ted did.

So as far as I can tell, it's as probably as anything else that he is alive.
