It varies.

In my building, the children are banned from going door-to-door, but there's a gathering in the lobby and party room where tenants can bring candy to hand out and the kids go around from person to person. Tenants who can't come down - usually because this is around 5:00pm on Hallowe'en and a lot of people are going to be at work if it's a weekday - can also donate candy to get passed around to the kids. This has been the case with the last three places I've lived - all owned by different rental agencies - though my first building did allow kids to go door-to-door in the building during a two-hour window.

A number of shopping centers in my area will also have trick-or-treating from store to store, either on Hallowe'en or the weekend before, depending on operating hours.

Some urban areas are mixed apartments and single-family homes, so kids in those areas will often trick-or-treat down the block. Some parents will drive their kids out to the suburbs to trick-or-treat if there's no neighborhoods nearby where it's an option, but depending on location that can make for a long drive.
