She (or potentially he) is actually not! Seriously, it's more common for it to be good for girls, but there are some that just don't get anything out of it, and some whose sensitivity tends more toward discomfort than pleasure from it. I've met less guys with sensitive nipples, or at least that it feels good for them, but similarly, it does feel good for some guys. It depends on the person (and, admittedly, the technique).

It is?! The one time a guy pinched my nipple, I howled in pain and pushed him off me. God it hurt like a bitch. My nipple was sore for days. 'Took me right out of the mood too. >_>;;

I'm just going by what I've heard from girls I know versus what I've heard from guys I know -- I guess it'd be more accurate to say that from what I've heard (and experienced!) it seems to be more likely for girls' nipples to be a lot more sensitive most guys'. That sensitivity could easily be good feeling OR really bad/irritating feeling, though. Mostly, with one or two exceptions, I've heard guys say that it does nothing or is mildly irritating for them, whereas with girls it's either "YES" or "GOD DON'T TOUCH AUGH" with a few of us going "... nothin much doin, here :/" for good measure. XD

I'd venture a guess that even people who aren't sensitive too it, or are uncomfortably sensitive, might be able to enjoy it if it's handled correctly, though. Unfortunately the few guys I've been with have seemed to think that girls have, like, three Arousal And Orgasm Buttons, and they just need to poke at them energetically until something happens. >_____> Fails.
