Well, you can't hear him in the manga, so. Also most of his crying scenes are somewhat background and there's usually some other conversation going on, but the anime purposely chose to play out every single one of scenes, so it definitely felt like the anime tried to drag on his screaming because the number of chapters they decided to adapt couldn't fill 26 episodes.

Doesn't really improve his character though. He has his moments, and his one chapter near the end is the only one of the whole series that almost made me cry, but then by the end, he managed to make me hate him again, so. Meh.
