And when said characters ARE written/drawn/etc? Fandom is very likely to b*tchslap them the moment they commit a mistake. And if they have more or less male traits *and* show more feminine ones? They're called OMG NOT KEWL anymore.
A clear example is Kallen from Code Geass. Kallen was the most action-oriented of the CG girls, excellent pilot and also very passionate and emotional, as well as quite sexy-looking but being more than just fanservice. She was the most popular of the girls until season two... because when she kissed the man she loved, lots of fans started screaming and bashing her - even when she became *even more* of an Action Girl and Ace Pilot.
Why did this happen? Because she thought her man had become evil (very complicated deal) and she chose her ideal over him, kissing him good-bye before taking off and opposing him. So she did what a male hero was very likely to do (choose ideas over emotions)... and she still got bashed and hated.
It goes beyond feminine and masculine, at this rate. Female characters, *whether written strongly or not*, simply cannot win: there will always be people ready to judge them harsher just because of gender.

This is, however, something that male characters also tend to be criticised for. Making really stupid mistakes tend to annoy fans (just look at Harry Potter! Harry is one of the most hated characters in the book in parts of the fandom).

I disagree. I think fandom are usually right about these things, though they often express themselves badly. When a female character has strong agency, it's often taken away from her, and that makes fans angry.

Well, yes. There are idiots everywhere. They're a very small and insignificant part of fandom, however. Not to mention that the long history of badly written female characters have schooled many people to subconsciously dismiss them.
But there is also the fact that you must be allowed to dislike a female character for no good reason. Just like people do with male characters, you can't like them all; just because they're well-written doesn't mean you have to like them.
And there are many fandoms with popular female characters; D.Gray-man, FMA, One Piece, Higurashi no Naku Koro ni, Slayers, Bleach, Doctor Who, and Harry Potter, to mention a few that I've seen/read myself.
