I suspect because it's a dominance thing maybe? Like having something that close to your throat puts you in a vulnerable position so the person with the fan (or sword or fingers or whatever) is showing they can get past your defenses.

I do this all the time, lol. Pretty sure it doesn't look anywhere near alluring for anyone, tho. Cheap fans + dying from heat + laziness from leaning on fan = not a good look. xD

(For context, I always carry $1~$2 fans from Daiso and the likes because sometimes I find it hard to breath when it's hot and it helps me.)
